Miscreants torch Central Cattle Breeding Farm in retaliation to eviction drive

ITANAGAR, Feb 2: A major fire accident broke out at Central Cattle Breeding Farm Nirjuli at 3 a.m. today which completely blazed down 40 trucks of paddy straw stocked for the farm animal. In the fire accident the building where the paddy straw was stored was completely damaged and other farm equipments worth lakhs were gutted into ashes.

According to sources, some miscreants torched the paddy straw store in retaliation to eviction drive carried out in the farm premises by the chief state officer cum additional district magistrate, capital complex along with dozens of armed forces yesterday.

In the eviction drive the unauthorized construction inside the dairy farm premises were demolished and removed to drive out the encroachers from the dairy farm area, according to official release.

The massive encroachment had occurred in Central Cattle Breeding Farm Nirjuli since 2nd week of January wherein the encroachers damaged and removed the fencing materials, water supply pipe and destroyed the standing fodders in the field. The encroachers forcefully occupied the fodders plots of the Central Cattle Breeding Farm Nirjuli and demarcated individual plots and started construction of their temporary private buildings since last month. The matter was brought to the notice of the concern authority which impelled for eviction drive by the chief state officer cum ADM capital complex. Minister, in charge of Animal Husbandry Setong Sena visited the fire accident site and encroached area of the Central Cattle Breeding Farm Nirjuli on same day of fire accident in the farm along with departmental officers and took stock of the situation. The officers apprised him of the repeated encroachment problems on Govt land thereby distorting the developmental activities in the state especially in the state capital.

Yesterday, the Capital Complex administration had demolished six MIBTs, several fencing, RCC pillars and temporary sheds constructed illegally within the new CLF Dairy Farm at Nirjuli-II and Fodder Farm of Department of Animal Husbandry and Dairy Development.

More than 200 persons were said to be involved in the grabbing of government land measuring almost 43 acres of land.

The eviction drive was carried out by the district administration with help of over 100 police personnel, including two platoons of ITBP, labourers, earth movers under the guidance and direction of Talo Potom, ADM cum CEO Itanagar Capital Complex after two separate complaints were received from the department concerned regarding massive encroachment of dairy farm and fodder farm land by some unknown persons.

More eviction drive would be carried out against encroachment of public premises by district administration from now onwards, the release cautioned.

 

Manabhum Forest Reserve -- a safe haven for UG groups

ITANAGAR, Feb 2: In recent days Lohit district is in news for all the wrong reasons. The presence of large number of ultras in the district is posing serious threat to security of ordinary citizens of district. Especially in the last five years Lohit district has witnessed increase in unlawful activities carried out by anti-social elements. According to the highly placed sources with state intelligence, Manabhum forest reserve under Namsai forest division is emerging as safe haven for underground groups.

The densely forested Manabhum forest reserve area some of which cannot be accessed by government officials are being used by UG elements. “Manabhum forest reserve has always been used by ULFA and other underground groups as their base. Now there is specific information that some local groups are also using this reserve forest and operating from there,” said a Lohit police official.

Besides the presence of ultras, the area has also been heavily encroached by Chakma refugees in recent days. “We believe that around ten thousand Chakmas have settled in the area. They are totally destroying reserve forest area and also indulging in anti-social activities,” told a local citizen of Chowkham.

The forest officials expressed their disability in stopping the encroachment. “Many a times we had sent forest officials to the area. Instead of following the order of official, Chakmas always threatened them with dire consequences,” said a forest official.

The local public want state government to carry out special operation inside Manabhum forest reserve to clear it from encroachment and ultras. “Most of the underground groups carry out extortion activities from inside deep jungle of Manabhum. The ordinary public and government officers of Namsai-Chowkham area being harassed a lot by these anti-social elements. We are tired of paying extortion money,” informed a citizen of Chowkham.

He further added, “We appeal state government to let army carry out operation inside Manabhum forest reserve area. If these ultras are not flushed out at the earliest, they will pose threat to the peace of the district.”

If situation is not brought under control at the earliest, Arunachal will lose Lohit to the underground elements just like Tirap and Changlang. The time has come for state government to take strong action against underground elements operating from Manabhum forest reserve.  

 

Water crisis hit Capital yet again

ITANAGAR, Feb 2: As usual, water crisis has hit the state capital despite constant efforts to supply adequate drinking water for the last several years.

The water pipe lines of almost all residences with its source at Sinki View water project have been running dry for the last two days. Citizens are forced to use packaged water for consumption and contaminated water from Sinki River for other household uses.

The reason is breakdown of transformer and diesel generator sets at water treatment plant, Sinki view.

Such practice of using unclean water may lead to various health problems among the capital dwellers.

It is a well-known fact that the water crisis in the state capital is due to various reasons including lack of proper management by the concerned department, break-down of machineries, increasing population, lack of water conservation awareness among the citizen, negligence on the part of consumer regarding payment of water bills and shortage of water at intake points.

To mitigate the perennial water crisis, a high level team consisting of top officials inspected various projects including the main reservoir of 20 lakhs liters capacity at Mowb-II and 3 lakhs liters capacity overhead tank near R.K. Mission Hospital in 2010,

The high level team also interacted with the departmental officers and discussed about various alternative / parallel system to ease the water crisis in the capital township.

However, all such visits, assurances and promises of mitigating the problems of water supply are yet to deliver any results.  Last year local MLA too had expressed the hope that drinking water demands of the ever increasing population of the capital would be solved with the completion of Poma Water Project by April or May 2011.

However, the Poma water Project is yet to see the light of day.

In March 2010, after one of the DG sets installed at water treatment plant, Senki View, Itanagar, citizens of capital complex had faced crisis. The department was forced to deliver water using water tanks but it was not enough as many colonies were not reached and left to fend for themselves.  

It is expected that at least this time around, tankers would reach all colonies as assured by the department.    

 

Sena apprise Governor of agri-horti developments

ITANAGR, Feb 2: Agriculture, Horticulture, Animal Husbandry and Dairy Development Minister Setong Sena called on the Governor General (Retd) JJ Singh at Raj Bhavan  here today. In his first meeting after taking over the charge of Agriculture, Horticulture, Animal Husbandry and Dairy Development, Sena apprised the Governor on the initiatives taken by his departments.

The Governor appreciated the efforts of the departments and reposed his faith that they will continue their efforts in future.  It may be noted that there has been increase of 8.09% in food crop production from 3.09 lakh MT in 2009-10 to 3.34 lakh MT in 2010-11. Under cash crop production, there is an increase of 2.4% from 2.51 lakh MT during 2009-10 to 2.45 lakh MT in 2010-11.

A total area under fruits, vegetables and spices stands at 85,401 hectors with total production of 3.05 Lakh MT, which is 194.58% increase from previous year.

Advising on departmental planning under 12th Five Year Plan, the Governor said that the departments should set achievable targets.

Referring to the tea cultivations, the Governor emphasized on organic tea. He said that by taking up exclusive organic cultivation, people will be more benefited.

One of the senior representatives of Tirap and Changlang, Sena also discussed special package for people of the eastern districts with the Governor, while referring his meeting with Prime Minister recently. He requested the Governor to use his good networks for expediting the process.

The Governor, whose first visit in Arunachal Pradesh was to Tirap district, suggested for vocational training centres for the youth and harnessing the tourism potential of the region.

Secretary to Governor Ankur Garg, who is also the State Planning Secretary, participated in the discussion.

Later the Governor also met a delegation from Lohit district led by Parliamentary Secretary C.T. Mein. He exhorted them to take up entrepreneurship in horticulture sector. Sharing a cottage industry made orange marmalade with them, which he brought from French recently, the Governor advised them to diversify their market techniques as selling fruits is reaching saturation.

Presenting a bottle of the French made marmalade to Patam Rangmang of Wakro, one of the progressive orange farmers amongst the delegation, the Governor asked him to start  making marmalade of Wakro Oranges. Rangmang promised to present him a Wakro orange marmalade in twenty days time.

 

RWD flouting norms: TSF

ROING, Feb 2: The Tribal Social Foundation (TSF) has alleged that Rural Works Department (RWD), under Roing division in Dibang Valley district is neglecting mandatory provisions for floating tender of sanctioned project.

The Anini-based NGO has alleged that RWD Executive Engineer has illegally allotted construction of PDS godown at Etalin and Roing without floating tender, favouring individual of their choice.   The work has been allotted despite the Chief engineer RWD had issued the order to invite the tender with MEMO NO. RWD/8/cs-3/94-95 on dated 01/12/2011, TSF said in a release and called for inviting tender process.

It said the Planning Commission has envisaged that tendering for all new projects of Special Plan Assistance sanctioned for 2010-11 would be mandatory for ensuring transparency and competitive bidding.

It is appropriate to evolve a suitable mechanism so that this mandatory step is not by-passed. The executing agency should ensure that work is not allotted before complied with this mandatory step, said TSF.

The procedure is clearly mentioned by planning commission of India and the directive/guidelines issued by planning department government of Arunachal Pradesh, vide No. PD U.O. No. PD (P)-11/2010-11 dated 1/4/2011, the organisation said.

Before implementing the project, the feasibility of selected site for the PDS godown must be acknowledged by the concern civil supply department and District Administration for transparency and for further correspondence, said TSF.

A similar work order of Rs 50 lakhs (approx) fund was also illegally allotted under SPA 2010-11 under the health sector, it alleged.

 

Disaster safety plan in schools on the cards

ITANAGAR, Feb 2: Arunachal Pradesh disaster management department is going to implement a safety plan in all the schools for safety and security of students and teachers. This was informed by disaster management director Y W Ringu while attending a one-day awareness programme on disaster management held at Konkarnala Govt. Higher Secondary School, Naharlagun on January 31.

Regarding the awareness  programme, Ringu said the awareness and training programme is a small step towards larger awareness to the general public as to how they can protect and prevent themselves from the disasters, be it man made or created by the nature. She appealed to all the students and teachers to understand the need of such programme and spread awareness on disaster management.

Ringu also had a word for the school authority and the society. She said, “When you open a school, you close the door to a prison.”

Such awareness programmes are very important not only for the teachers and students but also for the general public, said Capital DC Onit Panyang. He requested the teachers and students to take keen interest in the programme to gain knowledge on various kind of disaster and its preventive measures as the disaster can happen any time.

Other officers of the disaster management including Deputy Director also spoke on the occasion.

Teachers and students from Konkarnala Government Higher secondary School and  K V School and Good Shepard Public School Naharlagun attended the programme. DIPR

 

Scores benefitted from free medical camp

ITANAGAR, Feb 2: Altogether 172 patients of Migging circle and nearby villages were benefited from a  free medical camp and health awareness programme organized at Migging in Upper Siang district on January 30.

The health camp was conducted by Army medical officer from Tuting based Army unit in collaboration with the Upper Siang district health authorities.

Out of the 172 patients treated, 50 percent were males, 40 percent females and 10 percent were children. A few of the serious cases were referred to district hospital at Yingkiyong for better treatment.

Around 30 percent of the patients were suffering from peptic disease, while another 30 percent were suffering from upper respiratory tract infections. The rest of the cases were related to fever, low backache, polyarthalgia and other diseases, the Army officer informed.  

Large number of villagers also attended the health awareness programme. The Army medical officer educated the local people on health care during pregnancy, care of newborn baby, vaccination schedule, prevention of HIV and hepatitis during the camp. Senior Army officers also visited the camp and interacted with the locals.

The local people admired the army and district authorities for organizing the medical camp in a remote area like Migging and demanded that more such camp should be organized for the benefit of people of interior areas.

In another humanitarian gesture, Army provided the Gaonbura of Gelling  village a gas connection for village community hall. On request of villagers Army presented gas stove, regulator and cylinder free of cost to be used for community function in the village.

Till recently, rural women of Arunachal Pradesh were forced to confine themselves in their houses. In remote district like Kurung Kumey in particular and other districts in general they were dominated by their husbands; not allowed to participate in social parleys. The decisions of husbands were final and binding for women or housewives. In short, they were totally secluded from the society and had no identity of their own.

A widow had said ‘I am like a dead person for the society.”

Now that wretched story of women seems over.  Women can now take their own decision, raise voice in the decision making body through formation of NGOs. Now large section of women have become self-employed or entrepreneurs through formation of Self-Help Group farmer clubs.

Here is a good example of women empowerment.

The women from Gangte village under Sangram circle started forming SHGs under the Rural Development and Heritage Society (RDHS) since last two years. They started monthly meeting on savings for their livelihood, opened bank account and are able to provide small loan to its members for medical treatment and school fees for their children.  

In the course of time, under the initiative of RDHS, the SHG members participated in the NABARD sponsored three days training cum exposure trips to Jhernapani and Dimapur in November 2011 on mushroom cultivation.

After the exposure visit, much to the delight of the SHG members,  they started cultivation of Mushroom and are selling  mushroom at the rate of Rs 100 per kg.

As we are also working in Itanagar circle, two SHG members from the circle had taken part in the exposure visit and are reaping the benefit. They have started mushroom cultivation in Lobi village with good return. (The  contributor is a Chairman of RDHS, Sangram)

 

Training for tourism stakeholders

Pema seeks support

ITANAGAR, Feb 2:  The state tourism department conducted its 2nd phase of Training Programmes under Gender Budgeting on Capacity building training programmes for women SHG's, PRI's, NGO's and educated unemployed women of East Kameng, West Kamengl, Kurung Kumey, East Siang, West Siang and Tirap districts on February 1 and 2.

The main objective of the training programme was to promote home stay, rural tourism and Eco-Tourism with the participation of local community by using the local resources available in the area. Various resource persons from Rajiv Gandhi Government Polytechnic and SIRD imparted the training to the participants.

While attending the inaugural day, Tourism Minister Pema Khandu called upon the participants to come forward and actively participate in the local events. He emphasized that without getting the local supports, department alone cannot promote tourism. Besides the local masses should have a better understanding on hospitality, he added.

Parliamentary secretary tourism P.D Sona exhorted the participants to give more emphasis on Eco-Tourism citing the concern about global warming. He requested the entire member to attend the training sincerely and take back the knowledge they achieved to their respective home district.

The Director of Tourism AK Singh in his address apprised about the prospects of conducting the training programme. The co-coordinator of the programme Bengia Mana Sonam requested the participants to act as a messenger generating awareness about tourism as women are the torchbearer in a society. Amongst the trainees, 20 to 25 participants will be selected for onward training at Sikkim on Homestay, Eco tourism and Rural Tourism. Minister tourism and parliamentary secretary also attended the valedictory program.

 

Donggin celebrated with traditional fervour

ITANAGAR, Feb 2: Donggin festival of Bori community of Adi was celebrated with traditional fervor and gaiety at Kaying today. Industry, Textile, Handloom and Handicrafts  Minister Tapang Taloh who attended the programe exhorted the community members to maintain their traditional custom and practices. The age old culture that gives us distinct identity should be kept intact and young generation should also come up to shoulder such social responsibility, he said. The Minister also announced a sum of Rs 25 lacs for development of infrastructures at Industry unit of Kaying.

Chairperson East Kameng Zilla Parishad Sipi Bagang also attended the programe.

Among others, the Minister was accompanied by ADC Aalo K. Darang, EAC Pangin T. Borang, ZPM Pangin T. Jamoh and others. DIPRO

Adi-Bori community residing in capital complex celebrated Donggin festival with traditional fervor and gaiety here today.

Speaking on the occasion, Arunachal Pradesh Relief and Welfare Charitable Society (APRWCS) member secretary Hanggung Yaying urged the Bori community to maintain its own age old costumes, cultures and tradition.

He suggested that people should not be confused over religion and  festival. Later he released the first Adi-Bori Donggin Gdii CD cassette.

Besides mega ponung, other cultural and games and sports activities were also conducted on the occasion.

In the sports competition, Bharot Yasing won the man’s single badminton competition. Teaming with Atin Yasing, Yasing also won the man’s doubles title.

 

Alien Gods rock Yingkiong

ITANAGAR, Feb 2: Alien Gods rocked the remote and quiet town of Yingkiong on Feb 2 with their powerful performance.

Thousands of people from all walks of life thronged the venue of the Red Rockfest, a concert under Multi Media Campaign organised by Arunachal Pradesh State AIDS Control Society, Naharlagun to create awareness on HIV/AIDS.

The Upper Siang Dy. Commissioner Liyon Borang while inaugurating the MMC at Yingkiong asked everyone to stay safe and disseminate the message on HIV/AIDS to every nook and corner of the state. Effort should be made to halt HIV/AIDS, he added. Expressing his concern over the incidence of drug addiction in Yingkiong, the DC said that, apart from addiction, premarital multiple sex is a High Risk Behaviour which may lead to HIV infection. In spite of the fact that government is spending lots of money, unless youth participate and volunteer to shoulder the responsibility, campaign on HIV/AIDS would not be a success, he said

District Zila Parishad Chairperson, Dunggoli Libang who attended the programme said that the message on HIV/AIDS awareness should reach every village of the state. Each one should volunteer to carry forward the message on HIV/AIDS he added.

Tashor Pali, Dy. Director (IEC), APSACS, said that MMC which was kicked off from Subansiri Ground Ziro shall culminate in a grand finale at Itanagar on 22nd February where top rock bands from the state shall compete for the title of MMC Superstars.

District Medical Officer, Dr. Kaling Dai, in his address said that everyone should take pledge to stop HIV. He asked everyone to be cautious about the disease.

3 killed in road accident

ITANAGAR, Feb 2:  In a tragic road accident here this morning, three persons were killed on the spot when a car skidded off the national highway 52A and plunged into deep gorge near Shiv Mandir. The deceased were identified as Punio Nobin, Michi Kago and Karka Bhadur Lama; all were in their mid 20s, police said.

The accident might have occurred last night, according to report. However, the cause of the accident is yet to be ascertained police, said and added that a case has been registered and investigation launched.

 

One injured in bus accident, Society appeals for assistance

ITANAGAR, Feb 2: A bus passenger got serious injuries in a road accident near Saha Karo at Belo village, Upper Subansiri district on January 29. The injured passenger, identified as Yachok Naji of Laigi village under Baririjo circle, is now undergoing treatment at R K Mission hospital here, said Dango Brother Society, Daporijo in a release today.

The Society said the accident occurred when an APST bus coming from Silapathar (Assam) to Daporijo met with an accident at around 11.30 am.  There were few passengers in the bus when the accident occurred, it further informed. Confirming the accident, police sources informed that a case has been registered at Dumporijo police station in this regard.

Quoting the doctors, the Society further said that injured Naji, a widow,  received multiple fractures in various  parts of the body. It appealed to the concern authority to provide compensation and immediate relief assistance to the accident victim for better treatment.

 

APATCYO unhappy over delay in investigation

ITANAGAR, Feb 2: Arunachal Pradesh Abo Tani Clans Youth Organization (APATCYO) has expressed its unhappiness over delay in investigation process regarding the issue of illegal land allotment to a non-APST by the inquiry committee constituted for the purpose.

It said that a team of the organization visited the Capital Complex DC’s office at Naharlagun yesterday to take stock of the progress of the investigation. The inquiry committee has neither submitted its inquiry report to the authority nor provided any solution regarding the issue till date, APATCYO said and threatened to launch democratic movement if any alternative solution to the problem is not found before February 14 next.

ITANAGAR, Feb 2: All Doimukh Gaon Burah Welfare Association has extended its support to 48 hour bandh at Kameng and Pare HE project sites called by Arunachal Pradesh Tribal Job Contract Employees’ Union on February 6 and 7 demanding regularization of services of employees working on contract basis under NEEPCO since last 7 years.

 

SDP on jute handicraft

ITANAGAR, Feb 2:  A 42 days skill development programme  on jute handicraft for 25 Self-help groups concluded at Catholic Church auditorium, Yachuli on January 25. This was informed by Mecha Welfare Society in a release today.

Besides trainees and other local people, Arunachal Pradesh All Arunachal Trinamool Congress unit president Toko Sheetal, Ziro Apex Bank branch manager Tao Taba and gaonburi Joram Pussi were present on the occasion.

 

Rare honour for a meritorious student

ITANAGAR, Feb 2: It was a rare honour for Arif Reza Khan, a student of Govt Secondary School Pessing in West Siang district when he  witnessed the Republic Day parade from the Prime Minister’s box at Rajpath, New Delhi as PM’s guest.

This rare honour was given to Khan by union human resource development ministry in recognition of his excellent academic performance in Class X CBSE examination for the academic year 2010-11. Khan, son of Asraf Hossain, is now studying at Aligarh Muslim University. The HRD ministry also awarded Khan with certificate of appreciation. Altogether 100 meritorious students from all over India were invited to witness the Republic Day.

Meanwhile, school headmaster Eto Ete appreciated Khan for his landmark achievement and advised the students to get inspiration from this meritorious student.

 

Seminar on Su-Jok therapy

TEZU, Feb 2: Continuing its efforts for welfare of Lohit people with special focus on Mishmi women folk, All Mishmi Women’s Welfare Society (AMWWS) organized a six days seminar-cum-workshop on Su-Jok therapy, a wonder and miraculous science at Officer’ Club Hall, Tezu town recently. Renowned Su-Jok healer, Dr. Bhagyashree P Naik was the resource person.

Dr. Bhagyashree explained about the Su-Jok therapy and how it can be helpful for all, especially the housewives, to treat any emergencies including extreme high BP, epilepsy, accidents, emotional and psychological cases besides children and women related problems.

Highlighting the need of organizing such seminar, AMWWA  chairman Jaweplu Chai said that therapies like Su-Jok teaches about self-healing without any cost.  She further said that people from all walk of life should take interest in such sciences and learn basics of self healing.

Hqs of ‘Lower Siang’

ITANAGAR, Feb 2: All West Siang Border Students’ Union (AWBSU) has demanded the state government to establish the headquarters of the proposed Lower Siang district at Likabali.

AWBSU said that whenever any boundary disputes arise in Likabali, the people of the area face lot of problem  out of it as because Aalo, the district headquarters of West Siang is too far from Likabali to take up the matter promptly. Further, creation of Lower Siang was first raised by public of Likabali under the leadership of then minister Kardo Taipodia way back in 1994, the students union said while urging the authority to look into its demand.

 

Association objects to statement

ITANAGAR, Feb 2: All Arunachal Pradesh Tribal Welfare Association (AAPTWA) has expressed displeasure over statement made by  RD and Power (Electric) Minister Tanga Byaling about formation of unions. Association alleged that the minister made objectionable and derogatory statement against AAPTWA in particular. While claiming that sole motive of AAPTWA is to work for the tribal people of Arunachal, the association has strongly condemned the statement of minister Byaling.

ITANAGAR, Feb 2: The Arunachal Grace of Green Society (AGGS) has started Skill Development Programs (SDPs) on Computer training, Mobile repairing and Tailoring for the unemployed youths and school drop outs of East Kameng. 75 candidates have been selected for the trainings.

The program started in the presence of  Seppa ADC Tage Tado,. DRDA Extension Officer, SBI Manager and AGGS chairman Demo Dadda at Seppa.

Itanagar, Feb 2: The Departmental Fest of Saint Claret College, Ziro was held on February 2, each Department showcasing its talents in academic, cultural, organizational and even culinary skills. All the seven departments actively participated in the fest. Twenty-five minutes of stage presentation from each department entertained, informed and enthralled the audience

English department brought Western and Indian classic heroes to life on stage while Anthropology and Geography departments put them into life size statues in the exhibition venues. The department of Political Science debated the pros and cons of Janlokpal Bill while the department of History relived the significant moments of the freedom struggle of India. The department of Economics, threw very disturbing social equations and the process of economic, gender and social marginalization of people, Education department true its objective, educated the audience on the inhuman face of technology. Apart from the Claretine fraternity many well-wishers and friends joined the fest.

 

AAPAWHU appeals for releasing enhanced honorarium

ITANAGAR, Feb 2: All Arunachal Pradesh Anganwadi Workers and Helper Union (AAPAWHU) lamented non-implementation of central Govt’s directive to release the enhanced honorarium of Anganwadi workers and helpers in Arunachal Pradesh.

Whereas some of the states in the country have already implemented the central directives, it is understood that the Government of Arunachal Pradesh has not yet implemented the same,  AAPAWHU said and urged the Secretary, Social Welfare, Women and Child Development to take initiative  for early  release of enhanced honorarium of Anganwadi workers and helpers.

 

‘Pay bill or face disconnection’

ITANAGAR, Feb 2: The department of power, Naharlagun electrical division has warned its consumers to either pay their outstanding electric bills before February 8 or face disconnection.

The department would carry out disconnection drive against all revenue defaulters and illegal electricity tapping within the jurisdiction of Naharlagun Electrical division from the second week of February.

 

APSSACEA pen down strike enters second day

ITANAGAR, Feb 2: The pen/tool down strike being observed by Arunachal Pradesh Sarva Shiksha Abhiyan Contractual Employees’ Association entered second day on Thursday.

The Pen down strike would end on Friday. However, the association said that it would launch indefinite pen/tool down strike from February 6, if their demand for immediate release of enhanced salaries of non-teaching SSA ministerial staff approved by the MHRD, GoI is not fulfilled.

Where corruption is accepted, encouraged and respectfully admired

Dear Editor,

I remember the time when there was a huge public mobilization to vote for Toko Teji to make him the winner of India's Got Talent. For Arunachalees, it was a proud moment to  see someone making it big on the national scene. To act according to our ideals we need to have guts. The CNN-IBN Citizen Journalist Awards are given to exceptional individuals who have taken a stand against corruption.

On reading the descriptions of the nominees, the award can even be tagged as India's Got Courage. In our state where third- class buffoons with public money are called "honorable this- honorable that", and where corruption is totally accepted, zealously encouraged and respectfully admired, it's a breath of fresh air and a source of inspiration to see Payi Gyadi, a real honorable person unlike the mantris being selected as one of the top crusaders against corruption in India. We all know how badly corruption has corrupted our society. It can be logically concluded that someday our state will also be completely run by men with guns and grenades like in Manipur and Nagaland if this trend continues. Our "honorable" leaders have luxury houses in the metros and PSOs so they won't have much of a problem. We common people will be left to fend for ourselves.

So, my fellow Arunachalees we need to support men like Payi Gyadi. If we are not at the forefront, the least we can do is stand behind them. Tell your mothers, uncles and friends to vote. Tell your neighborhood leaders of  xyz organisation to vote. I appreciate Arunachal Times' effort to make people vote. Please vote for Payi Gyadi. Vote for Arunachal.

India is a multi-lingual democratic country

Dear Editor,

This is in response to the news report "Notice to Centre, UPSC on plea against English Test"( 2 February).

To oppose the decision of the UPSC to introduce a new compulsory paper in Civil Services Preliminary Examination testing the ability of the candidates to understand English; a petitioner remarked "Hindi is the basis of Indian culture and making English compulsory will strike a body blow to wipe off India's rich cultural heritage from its roots"!

Firstly, not just Hindi, but from Dogri to Tamil, Marathi to Apatani, all languages of India form the basis of Indian culture.

Secondly, how can the future administrators of India be able to function properly without adequate knowledge in English? Far from being monolingual or Hindi-speaking, India is a multi-lingual democratic country consisting of different regions, each having distinct identity of its own. In this perspective, if any officer of Civil Services is knowledgeable only in the language of Bihar, Orissa, Meghalaya, Kerala or Gujarat; he/she will find himself/herself at sea. Thus the candidates should definitely possess knowledge in English --- the only language understood in all Indian states.

Lastly, a Bengali can learn the beauty of Telugu literature only through the medium of English, only English can link a Naga poet with a Rajasthani reader. Thus the rich cultural heritage of India can be understood by all Indians through the route of English only. Else, one will have to remain confined within the cocoon of his/her own culture only.

Which next week was this?

Dear Editor,

I want to know the reason behind the non declaration of viva- voice result for the post of Surveyor and draughtsmanship in the department of Urban and Housing. More than one month has passed since viva voice examination was held yet result is yet to be given.

When we enquired at the UD office, they said that final list is roaming in XYZ office for final approval. They assured us that result will be declared next week. But we still don’t know which next week they are talking about.

So it is our humble request to UD authority to declare the result early.

Sustainable development:  a dynamic process

 

According to a latest UN report launched at the Delhi Sustainable Development Summit 2012, sustainable development is not a destination, but a dynamic process of adaptation, learning and action. It demands interconnecting society, economy and environment.

The biggest threat to sustainable development comes from the changing climate. Developing nations are least responsible, though, unfortunately, worst victims of climate change, the report says.

This year also marks the 20th anniversary of the landmark Rio Earth Summit of 1992 which set out the concept of sustainability and its importance as a critical parameter of human development.

The Rio Declaration on Environment and Development of 1992 had stated that the right to development must be fulfilled to equitably meet the needs of present and future generations. It also recognized that eradicating poverty was an indispensable requirement for sustainable development.

However, Prime Minister of India asserted that as developing country in the frontlines of climate vulnerability, India has a vital stake in the evolution of a successful, rule-based, equitable and multilateral response to issues relating to climate change.

India will play a constructive role in the ongoing negotiations and we will certainly live up to whatever obligations fall upon us as part of a fair and equitable agreement, the PM said.

The report enlists recommendations to empower people to make sustainable choices, strengthening institutional governance towards building a sustainable economy.
